The Upper Ohio Valley Building & Construction Trades Council (OVBTC), chartered on January 17, 1939, in Wheeling, West Virginia, is an organization of construction trade unions dedicated to addressing the evolving construction labor market. Representing 26 building trades locals and district councils, the OVBTC’s jurisdiction encompasses Jefferson, Belmont, Harrison, and Guernsey counties in Ohio, as well as Hancock, Brooke, Ohio, Marshall, and Wetzel counties in West Virginia. Their highly skilled workforce delivers outstanding value for customers and owners throughout the Upper Ohio Valley. The council meets every Tuesday, alternating between Steubenville, Ohio, at the Electricians’ Hall, and Wheeling, West Virginia, at the Iron Workers’ Hall.
